Decision to Convert FIPS 198-1 to a NIST Special Publication

In August 2021, NIST's Crypto Publication Review Board initiated a review process for Federal Information Processing Standard (FIPS) 198-1 The Keyed-Hash Message Authentication Code (HMAC) and received public comments.

In September 2022, the board proposed converting FIPS 198-1 to a NIST Special Publication (SP) and received additional comments on that proposed decision.

NIST has decided to convert FIPS 198-1 to a new Special Publication, NIST SP 800-224, and will revise the text to: 

  1. update the HMAC specification to include block sizes for the SHA-3 family of hash functions, 
  2. include a discussion on truncation,  
  3. improve the editorial quality, and
  4. update the references.  

FIPS 198-1 will be withdrawn after the new SP is published. Note that the conversion of a FIPS to an SP is not expected to impact the validation process.  

The effort to develop NIST SP 800-224 has not yet begun, but it will follow the typical process where a draft is first posted for public comment. Monitor progress on CSRC News and CSRC Publications, and by subscribing to email updates.
