Having reviewed the National Institute of Standards and Technology (NIST) Federal Register
notices of May 13, 1997, the Board does hereby recommend that NIST:

1)   Pursue amending the Digital Signature Standards to allow for the use of additional digital
     signature algorithms by Federal agencies, and

2)   Pursue development of a Federal Information Processing Standard for public key based
     key agreement and key exchange.
