Announcement

The NIST National Cybersecurity Center of Excellence (NCCoE) is proposing to update the NIST Internal Report (IR) 8323 Foundational Position, Navigation, and Timing (PNT) Profile: Applying the Cybersecurity Framework (CSF) for Responsible Use of PNT Services (Revision 1) to reflect the NIST Cybersecurity Framework 2.0.

The current PNT Profile was created to manage risks through responsible use of PNT systems by applying the original version of the NIST CSF. Organizations can apply the Profile to identify systems dependent on PNT, identify appropriate PNT sources, protect PNT user equipment from adversities, detect anomalies and manipulation of PNT services, and to respond and recover from PNT service disruptions. To stay ahead of emerging threats and vulnerabilities, we will revise the existing Profile to align with updated standards, guidance, and the NIST CSF 2.0.

We welcome your input for our next update! The public comment period is open until April 25, 2025, at 11:59 PM ET. In particular, responses to the questions below will be considered. The public comment period is now open until April 25, 2025, 11:59pm ET

  • What, if any, are emerging risks that should be reflected in the PNT profile revisions?
  • What, if any, are new mitigations that should be reflected in the PNT profile revisions?
  • Are there any best practices in responsible use of PNT that should be reflected in the revised PNT profile?
  • What are active research areas in building resilient PNT
  • Are there any new informative references (standards, guidance, or best practices) that should be included in the revised PNT profile?

Please send all comments by April 25, 2025, to pnt-nccoe@nist.gov with “Comments on PNT CSF Profile” in the subject line. Comments received in response to this request will not be posted on this site.
