App. 2, and the General Services Administration (GSA) rule on Federal Advisory Committee Management, 41 CFR Part 101-6, and after consultation with GSA, the Secretary of Commerce has determined that renewal of the Technical Advisory Committee to Develop a Federal Information Processing Standard for the Federal Key Management Infrastructure is in the public interest in connection with the performance of duties imposed upon the Department by law. The Committee was first established in July 1996 to advise the Secretary of Commerce on technical specification recommendations for an encryption key recovery Federal Information Processing Standard. The Committee consists of twenty members that have been appointed by the Secretary. They will serve to the end of their terms or the expiration of the charter (12/31/98), whichever is sooner. This will assure balanced membership of technical experts. The Committee will function solely as an advisory body, and in compliance with the provisions of the Federal Advisory Committee Act. Copies of the Committee's revised charter will be filed with the appropriate committees of the Congress and with the Library of Congress.
