Common Criteria Mutual Recognition
Agreement Signing
Representatives from five nations signed an interim
agreement in Paris on March 12, 1998, in support of the new
International Common Criteria for Information Technology (IT)
Security Evaluation. During the 1998 National Information Systems
Security Conference, six nations will come together to sign the
International Common Criteria Mutual Recognition Agreement.
The United States (represented by the National Institute of
Standards and Technology (NIST) and the National Security Agency
(NSA)), along with the directors of five other government agencies
responsible for information security in Canada (Communications
Security Establishment), France (Central Service for Information
Systems Security), Germany (German Information Security Agency),
the Netherlands (Netherlands National Communications Security
Agency) *The Netherlands is expected to formally sign
at a later date*, and the United Kingdom
(Communications-Electronics Security Group) agree to immediately
recognize certificates issued by each other for security products
evaluated to Common Criteria specifications using a common
evaluation methodology. In May 1998, Version 2.0 of International
Common Criteria was accepted as an International Standards
Organization (ISO) final committee draft international security
standard, designed to replace differing standards for security
evaluations now in place in the United States, Canada, and the
European Community.

Awards will be presented to vendors that have successfully
developed security product lines that have been approved by the
NIST Validation Program or the NCSC Trusted Computer System
Evaluation Program. Awards will be also presented to the Systems
Security Engineering Capability Maturity Model (SSE-CMM) Project
to the individual and to the organiztion who have made the most
significant contributions to the implementation and adoption of
the SSE-CMM. Conference participants can learn more by visiting
