The Transportation Security Administration (TSA) is actively working across the Department of Homeland Security (DHS) and the federal interagency to establish a process to qualify biometrically enabled smart card reader products for use with the Transportation Worker Identification Credential (TWIC) program.  In this approach TSA seeks integrity to the TWIC program and synergy and leverage with completed and ongoing PIV and PIV Interoperability investments and efforts.

The Department of Homeland Security has asked the National Institute of Standards and Technology (NIST), an agency of the Department of Commerce, to assist with the establishment of a conformity assessment framework in support of a Qualified Products List (QPL) for identity and privilege credential products, to be managed by DHS/TSA.  Additionally, NIST is assisting with the establishment of a testing regime for the qualifying products for product conformity to specified standards and TSA specifications.

NIST, in collaboration with DHS/TSA, will host a public workshop on April 21, 2010, at the NIST Gaithersburg campus.  The goals of the workshop are to:

    • discuss activities for the establishment of a QPL process for qualifying credential products,
    • solicit input from vendors and suppliers of credentialing product on the presented program, and
    • share vendors and suppliers’ experience with supporting credential programs such as the Transportation Worker Identification Credential.
